US Airways flight attendants ratify contract

(Reuters) - Flight attendants at US Airways Group Inc approved a contract with the carrier which provides pay raises and job protections by a margin of 80 percent, their union said on Thursday.

The present US Airways, which has about 6,700 flight attendants, was formed from a 2005 merger with America West Airlines. Flight attendants at US Airways have been working under separate contracts for years as their union negotiated to reach a joint agreement. The new contract would apply to flight attendants of the premerger US Airways and of the former America West.

The Association of Flight Attendants-CWA said the agreement boded well for US Airways flight attendants, as US Airways has announced plans to merge with AMR Corp's American Airlines, a tie-up that would form the world's biggest air carrier.

The pact requires discussions with management from American and US Air as well as the Association of Professional Flight Attendants union that represents American's flight attendants to develop a framework for integrating the two carriers' workers.

(AP) ? Another BP executive was expected on the witness stand Thursday to face more questions from attorneys for the U.S. government, which is trying to prove the oil company is mostly to blame for a deadly explosion on the Deepwater Horizon rig that led to a massive oil spill.

Mark Bly led the company's internal probe of its 2010 blowout in the Gulf of Mexico, but said the investigation wasn't intended to look at the disaster through the "lens of responsibility."

"I think people should share information that could help learn about accidents," Bly said.

Attorneys for the U.S. government and lawyers for Gulf Coast residents and businesses have accused BP of putting profits ahead of safety on a project that was over budget and behind schedule. BP has said drilling in the Gulf is a team effort and its partners should share in the responsibility for the disaster. The trial is designed to assess the fault of each company involved, and billions of dollars are at stake.

On Wednesday, a well design expert and geophysicist who worked for Conoco and Exxon, said BP withheld critical information from oil and gas regulators and continued drilling despite clear signs of trouble before the blowout of the Macondo well.

Alan Huffman, the federal government's expert, said BP continued drilling in dangerous deep water conditions without keeping the Minerals Management Service fully informed about changes in its plans.

Huffman said his review of internal BP documents and MMS records showed the London-based oil giant engaged in a "consistent pattern of misreporting" to the federal agency and gave it a "very false impression" of what was happening on the drilling project.

"And this happened on multiple occasions ... not just on one or two," said Huffman, the second expert witness at a trial that started Monday and, barring a settlement, could last several months.

During his cross-examination, Huffman acknowledged he had never been asked to make a similar comparison of regulatory records before the Justice Department hired him.

"Are you in the business of determining whether or not regulations have been violated?" BP attorney Matt Regan asked.

"That is not my normal practice of work, no," Huffman said.

Regan also questioned why Huffman didn't thoroughly examine the actions of Transocean rig workers or compare BP's conduct to that of other offshore operators.

Huffman said BP did seek permission from MMS to change its drilling plans on some occasions. Other times, he testified, the company's engineers forged ahead with drilling the well when it was in a potentially unsafe condition without informing the agency.

"And that is not what a prudent operator does," he said.

Huffman said it was "unwise" for BP to continue drilling after rig workers detected a "kick," or unexpected increase of pressure in the well, the month before the April 20, 2010, blowout.

"This drilling ahead in this environment was not only unsafe, it violates every standard I can think of in how wells are drilled in the deep water and elsewhere in our industry," he said. "It is truly egregious to drill that extra hundred feet knowing that you could potentially lose the well in the process."

Former BP chief executive Tony Hayward also made a cameo appearance Wednesday, but he didn't attend in person. Instead, he showed up just briefly on a videotape in what may be his only appearance in the courtroom.

Hayward, who infamously said "I'd like my life back" at the height of the spill, isn't expected to take the witness stand in the high-stakes trial because he didn't have direct knowledge of the drilling operations on the Deepwater Horizon.

Still, attorneys for the U.S. government and Gulf Coast residents and businesses showed a 20-minute snippet of his deposition, projecting the video on a large white screen in the courtroom.

"I believe that the role of leaders is very important in shaping the culture of an organization," Hayward said in the videotape.

Rig owner Transocean Ltd. and cement contractor Halliburton also are defendants and their lawyers have tried to minimize their roles in the disaster.

Although state-licensed pot stores are not expected to open until next year, it is already legal under Amendment 64 for adults 21 or older to possess up to an ounce of marijuana, grow up to six plants at home and keep all the marijuana they produce, and transfer up to an ounce to other people who are 21 or older, provided the transfer is "without remuneration." The business model for Billygoatgreen MMJ was based on the ambiguity of that last requirement. Ostensibly, Billygoatgreen?which, despite the reference to medical marijuana in its name, served anyone 21 or older, not just patients with doctor's recommendations?was not selling pot; rather, it was delivering pot for free while inviting the recipients to make "suggested donation[s] towards researching [marijuana] and improving our cultivation operation." The suggested donation for a quarter-ounce of Sour Kush, for instance, was $55. Asked whether such an operation could be legal, Colorado Springs Police Lt. Mark Comte, who works in the Metro Vice, Narcotics, and Intelligence Division,?replied:

If I show up at your house with less than an ounce of marijuana, I'm 21, you're 21, and I say, "Hey dude, it cost me 50 bucks in gas to get over here," and you give me 50 bucks for my gas, there's nothing illegal. I mean, you and I both know what's going on with it, but they know what the loopholes are right now.?

Yet the day before that comment appeared, The Denver Post reports, "two undercover Colorado Springs detectives organized a marijuana purchase from Billygoatgreen as part of an investigation into the service" that resulted in the arrest of three men running it, who now face felony charges punishable by long prison terms. No fair, says one of those men, Pritchard Garrett, who tells the Post that?Comte "green-lighted this delivery business" in the Independent?article, which he says sent potential customers a clear message: "Hey, the cops said this wasn't illegal, so call them up." Comte stands by his comments, saying Billygoatgreen delivered more than an ounce at a time to the detectives: 1.6 ounces on the first occasion, 2.1 ounces on the second.

The focus on quantity suggests that if the service had stayed within the one-ounce limit for transfers, Garret and his partners would have been OK. Other people still seem to be operating under that assumption. Craigslist searches find various offers of "free" marijuana deliveries in exchange for "donations" in Denver and Colorado Springs. A spokeswoman for Colorado Attorney General John Suthers tells the Post all these folks are criminals under state law, since?"distributing marijuana in exchange for suggested donations is a scam to get around the laws against the sale of marijuana." Maybe so, but the law is hardly clear on that point. The line between helping?to cover the expenses of someone who shares his homegrown marijuana with you and paying him for the marijuana itself is pretty fuzzy. Rob Corry, a Denver attorney and marijuana reform activist, says you could even argue that "reimbursing someone for their time" is legal, although he adds:

My personal view is that I don't think it ought to include reimbursement for time, because that starts looking like profit....My advice to clients is that it has to be direct, out-of-pocket costs [for things such as fertilizer, electricity, and rent], and it has to be documented. Being reimbursed for your time is pushing it.?

Corry himself pioneered a different approach with Club 64, a floating pot party where people pay a cover fee to consume marijuana in a commercial space. Club 64 had its first event on New Year's Eve at a hemp clothing store in Denver. "We had a DJ, lights, dancing, good music," Corry says. "We did serve alcohol, [but] we gave it away because we didn't have a liquor license for that event. We also had marijuana that we were giving away. We weren't selling it. The main way way we raised revenue was with an event fee of $30." A variation on this theme would be charging for food and coffee but giving pot away, which could result in something like Amsterdam's cannabis caf?s even if on-site consumption is not allowed at the state-licensed marijuana stores. Either operation seems to satisfy Amendment 64's requirements, although much depends on how the initiative's ban on consuming marijuana "openly and publicly" is interpreted. To my mind, marijuana consumption behind closed doors in a private business, whether or not it describes itself as a membership-only "club," is neither "open" nor "public," but Colorado legislators and judges may take a different view.

Another wrinkle is the Colorado Clean Indoor Air Act, which bans smoking in most "public places," including bars and restaurants. The law?originally applied only to tobacco; it was amended in 2010 to cover "medical marijuana" but not, by its terms, any other kind. The upshot, says Corry, is that smoking marijuana in a business open to the public apparently would be legal as long as it was for purely recreational purposes. He suspects the state legislature will not allow that loophole to survive, although it could exempt establishments that cater to pot smokers from the Clean Indoor Air Act in the same way that it exempted cigar and hookah bars. Even if it didn't, vaporizers and marijuana edibles would not be covered by a ban on smoking.

Oil ends lower on Italy elections, crude supplies

NEW YORK (AP) ? The price of oil was lower Tuesday as investors weighed the implications of political uncertainty in Italy, the latest assessment of the economy from the head of the Federal Reserve and prospects for growing US crude supplies.

Benchmark crude for April delivery finished down 48 cents at $92.63 a barrel on the New York Mercantile Exchange. The price dropped below $92 earlier in the session.

Brent crude, used to price many kinds of oil imported by U.S. refineries, fell $1.73 to end at $112.71 on the ICE Futures exchange in London.

Stock and commodities markets were initially rattled by the possibility of political paralysis in Italy after nearly complete results in crucial national elections showed no clear front-runner. Investors worried that the uncertainty could intensify Europe's debt crisis.

"It seems that Italy is repeating the same story as Greece, bringing renewed uncertainty about European political and economic conditions and further volatility and nervous trading across the markets," said a report from Sucden Financial Research in London.

Benchmark U.S. crude cut some of its early losses after economic data released Tuesday showed further improvement in sales of new homes and housing prices, as well as an increase in consumer confidence. U.S. stock indexes rose, reversing a sharp decline on Monday.

Federal Reserve Chairman Ben Bernanke delivered the central bank's semiannual report on the economy to Congress on Tuesday. Bernanke signaled that the Fed's efforts to keep borrowing costs low will continue. He downplayed concerns that the Fed's easy-money policies could mean runaway inflation later or bubbles in assets like stocks.

The Energy Department's weekly report on U.S. stockpiles of crude oil is due on Wednesday. Data for the week ending Feb. 22 are expected to show an increase of 2.6 million barrels in crude oil stocks, according to a survey of analysts by Platts, the energy information arm of McGraw-Hill Cos. The nation's oil supplies are at the highest levels since the 1990's.

Gas pump prices stayed around a national average of $3.78 a gallon, up almost 4 cents from a week ago and about 44 cents higher than a month ago.

In other energy futures trading on Nymex:

? Wholesale gasoline fell 6 cents to finish at $3.20 a gallon.

? Heating oil dropped 7 cents to end at $3.03 a gallon.

? Natural gas rose 1 cent to finish at $3.43 per 1,000 cubic feet.

Spider-Man's web would be strong enough to stop train

In "Spider-Man 2," the superhero uses his webbing to stop a runaway train from plunging off its track. The feat seems improbable, but the toughest of spider silks really are up to the task, according to a group of British college students.

James Forster, Mark Bryan and Alex Stone, fourth-year physics students at the University of Leicester, took it upon themselves to model the forces upon the webbing in such a situation and compared it to measured values on the stiffness and strength of real spider?s webbing.

Given a fully loaded train carrying nearly 1,000 passengers barreling down the track at top speed, they found that a spider web would have to stand up to 300,000 Newtons of force. This figure then allowed them to calculate the toughness of the web at 500 megajoules per cubic meter.

The students said this toughness is in line with the web from a Darwin?s Bark Spider ? an orb weaver with the strongest known webbing of any spider.

?Having determined these parameters, it can be stated that Spider-Man?s webbing is a proportional equivalent of that of a real spider,? the trio conclude in a paper published in the University of Leicester?s Journal of Physics Special Topics.

The journal is published once a year by the university and is filled with short papers written by students in the final year of their physics degree program. It is an exercise meant to teach them about publishing and the peer-review process.

"Spider-Man has always been claimed to have the scaled up abilities of a spider and spiderweb has oft been quoted to be stronger than steel," Stone told NBC News via email. "We wanted to see whether or not Spider-Man's web, when pushed to its limits, was a reasonable facsimile of a real spider's web."

"In so doing, we also show what real spider's webs would be capable of if used on a larger, human scale," he added, noting that humans have recently gained the ability to produce spider-silk-like material at scale.

The three are far from the first physicists to get tangled up in the science of superheroes. James Kalkalios, a professor at the University of Minnesota, for example, recently created a new algorithm for cell regeneration that appeared in "The Amazing Spider-Man." He served as a science consultant for the film, released last year.

?Hollywood creators appreciate our contributions, for they realize that when the audience is questioning the physics of what they are watching or the authenticity of the laboratory set, that's a moment when they are not paying attention to the story,? he explained in an article for NBC News.

?The goal is not to ensure that everything on the screen is 100 percent scientifically accurate ? which would, after all, defeat the purpose of the escapist fantasy we have paid our money to watch ? but rather to get it just right enough to maintain the audience?s suspension of disbelief.?

Bloomberg's Super PAC Anti-Gun Ad Makes Waves in Election

New York Mayor Michael Bloomberg has lent his voice and money to have some say in which Democrat replaces former Rep. Jesse Jackson Jr., the son of civil rights icon Jesse Jackson, in today's special election.

The front-runners in today's primary in Illinois 2nd District are Robin Kelly, a former state representative, and former Rep. Debbie Halvorson. Kelly recently snapped up Bloomberg's endorsement and financial backing through his super PAC Independence USA. Bloomberg donated close to $10 million to the super PAC last year, according to OpenSecrets.org. Jackson, who pleaded guilty last week in a D.C. federal court to one felony fraud count related to improper use of campaign funds, won re-election last November but resigned, citing health and the investigation into his campaign finances as reasons.

Halvorson is the only white candidate in the majority African-American district, which includes Chicago's South Side. Several Democrats initially stepped up to run for the seat following Jackson's resignation, but many withdrew and threw their support to the current candidates.

Chicago's epidemic of gun violence has been a top issue in the campaign. Ads have sought to paint Halvorson, who challenged Jackson in a 2012 Democratic primary for his congressional seat, in a negative light. An ad made by Independence USA, the super PAC created by Bloomberg, an independent, has attacked Halvorson for her support of gun rights.

"Debbie Halvorson, when it comes to preventing gun violence, she gets an F," the ad says. The ad further warns to "watch out" for Halvorson, saying she is against banning deadly assault weapons and high-capacity ammunition clips, and that she also co-sponsored a bill to allow felons to take "loaded, hidden guns across state lines."

"If you can tell me that banning another gun will go after the criminals, I'd be all for it," Halvorson told The Hill Monday. "I'd be for anything that stopped the killing and gets guns out of the hands of criminals, but it won't work. [Chicago's] Cook County has had an assault weapons ban since 1993, and they have the highest murder rate in the country." Halvorson was one of the few Democrats endorsed by the National Rifle Association in 2010.

A spokesman for Halvorson's campaign said the ad had actually backfired on the super PAC.

"Initially, it was a shell shock," said Sean Howard, a spokesman for Halvorson's campaign. "But we had 70 African-American ministers call for Bloomberg to have the ad removed. ? These ministers find it distasteful and racist, and thought its tone was dangerous and appalling."

But the ad stayed. A representative from Independence USA said the ad expressed Bloomberg's staunch support for Kelly. "The mayor has been clear for his entire time in office. He wants commonsense reforms that keep guns out of hands of criminals," said Stefan Friedman, a spokesman for Independence USA. "There is no doubt there has been a surge of gun violence around Chicago. Robin Kelly has been aggressively pushing for gun reform measures - we believe this is the right way to go."

Halvorson, however, remains confident, said Howard. "Given that we have a dangerous snowstorm here today, turnout will be dangerously low," Howard said. "[Debbie] was phone banking all last night. ? We are cautiously optimistic."

CANBERRA/WASHINGTON (Reuters) - This year's second grounding of Lockheed Martin Corp's vaunted F-35 warplane, plus looming U.S. defense cuts, are likely to complicate a push this week by Lockheed and U.S. officials to convince wary Australian lawmakers and generals to stick to a plan to buy 100 of the jets.

Australia, a close American ally, is considering doubling its fleet of 24 Boeing Co F/A-18 Super Hornets amid delays and setbacks in Lockheed's $396 billion F-35 project.

That means Canberra could buy far fewer F-35s than initially planned, at a critical time when Canada is also rethinking its plans to make the F-35 - also known as the Joint Strike Fighter (JSF) - its future frontline warplane.

Budget cuts have already forced Italy to scale back its orders, and Turkey has delayed its purchases by two years, though orders from Japan and Israel have buoyed the firm, and additional Israeli orders are expected in 2013.

Singapore has also taken a more active interest in the radar-evading jet, and South Korea is expected to announce a winner in its fighter contest late this year.

Australia and others are watching orders and problems with the jet with growing concern, since every reduction drives up the price of the remaining fighters to be built.

Given that, Friday's news that the plane was being grounded for the second time in two months, this time after a routine inspection revealed a crack on a turbine blade, was especially inopportune for Lockheed.

"It is a nuisance," said a spokesman for the Dutch defense ministry, which has already paid for two test planes but will determine the size of its total F-35 order later this year. "We wait for results of the inquiry."

Australian officials know the stakes are high.

"We're only a small player, but other countries are watching. Of course Lockheed don't want to see orders vanishing," said a source at Australia's Defense Materiel Organisation, part of the defense department, who was not authorized to speak publicly.

U.S. Lieutenant General Christopher Bogdan, the Pentagon's F-35 program chief, approved the fleetwide grounding just before leaving Washington for a major air show in Melbourne, Australia which starts this week, when it will draw attention from potential customers in Asia.

Lockheed executives have been trying to reassure Canberra that the JSF is on course. They insist that problems with software and design, including imaging and night vision functions of the pilot's helmet, are being resolved, and testing is ahead of schedule.

BUDGET CUTS

One U.S. defense official, who was not authorized to speak publicly, said the technical problems bedeviling the new fighter were less troubling than Washington's budget woes.

Sweeping budget cuts due to take effect in the United States on March 1 could cut funding for the Pentagon's biggest weapons program and delay work on seven jets this year alone.

"What the foreign partners worry about is the stability of the program writ large," said the official. "We're solving the technical challenges. There are no showstoppers there, although they're not cheap."

In the U.S., military budgets are already slated to be cut by nearly $500 billion over the next decade, an amount which could double unless Congress acts in the next week to avert spending reductions known as "sequestration".

Australia's yearly defense budget of A$26.3 billion ($27.10 billion) was cut by 10.5 percent to A$24.2 billion this fiscal year, while the military's estimated budget to 2015-16 was slashed by A$5.5 billion.

Australia will decide at the end of this year on the timing of an order for an initial 12 F-35s while it considers options to replace 71 early model F/A-18 fighter jets and a recently retired fleet of 24 Vietnam-era F-111 supersonic bombers.

After the latest grounding, a former Australian defense minister in the Labor government, Joel Fitzgibbon, criticized the country's military commanders for their "obsession" with the troubled F-35.

"I think there is an almost obsession with the JSF within the uniformed ranks. This is their brand new toy," Fitzgibbon, who still holds a senior government role, told local media.

Many defense insiders expect plans for a fleet of F-35s to be revised to feature 48 Super Hornets - 12 equipped as EA-18G Growlers with radar-jamming electronic weapons - and as few as 50 Joint Strike Fighters.

A source familiar with the matter said Canberra's decision could come within the next three to six weeks.

"The Super Hornets will eat into F-35 orders," said Sam Roggeveen, a former Australian government intelligence and arms analyst, now with the Lowy Institute security think tank.

"It's not too crude to say it will be a one for one replacement, because so far that's the kind of basis that defense has so far been working on anyway," Roggeveen said.

MASSIVE U.S. ORDER

F-35 program vice-president Steve O'Bryan and executive vice-president Tom Burbage, who is retiring at the end of next month, have travelled to visit all the program's international partners in recent weeks.

"We will continue to drop the price of the airplane out to approximately 2020 where the U.S. government estimate is for an airplane, with the engine and all mission equipment, to be approximately $67 million," O'Bryan said in Australia last week.

Lockheed is building three different models of the F-35 fighter jet for the U.S. military and eight countries that helped pay for its development: Britain, Canada, Italy, Turkey, Denmark, the Netherlands, Australia and Norway.

The Pentagon plans to buy 2,443 of the warplanes in the coming decades, although many analysts believe U.S. budget constraints and deficits will reduce that number.

The Lowy Institute's Roggeveen said the F-35 and Lockheed would survive even a serious drop in foreign orders.

"The scale of the order from the U.S. is so much bigger than international customers that Lockheed are not anywhere near the point of desperation."

After election win, Anastasiades faces Cyprus bailout quagmire

NICOSIA (Reuters) - Cypriot president-elect Nicos Anastasiades faces weeks of difficult talks with foreign lenders on a financial rescue for the island nation after sweeping to a resounding victory in a run-off election on Sunday.

Eight months of inconclusive talks on a bailout package have turned tiny Cyprus into a big headache for the euro zone, triggering fears of a financial collapse that reignites the bloc's debt crisis.

In his first comments after his victory, Anastasiades pledged to hammer out a quick deal with foreign lenders and bring Cyprus closer to Europe, in a shift from the policies of the outgoing Communist government that first sought aid from Russia before turning to the EU.

"We want Europe on our side. We will be absolutely consistent and meet our promises. Cyprus belongs to Europe," Anastasiades told jubilant supporters blowing horns. "We will restore the credibility of Cyprus in Europe and internationally. I promise you."

Anastasiades, who will be sworn in on Thursday and assume power on March 1, will have little time to celebrate.

European officials want a bailout agreed by the end of March, but the 66-year-old lawyer will first have to overcome German fears that Cyprus is a hub for Russian money laundering and worries that it will never be able to pay back its debt.

Known for his no-nonsense style and impressive access to key European policymakers like German Chancellor Angela Merkel, Anastasisades took 57.5 percent of the vote, 15 points ahead of his anti-austerity Communist-backed rival Stavros Malas.

The decisive outcome showed a clear mandate from Cypriots for an aggressive, pro-bailout approach to resolving the nation's financial quagmire, despite growing despondency over austerity measures that will have to accompany any such rescue.

Financial markets had been hoping for an Anastasiades victory to speed up a joint rescue by the European Union and International Monetary Fund before the island runs out of cash and derails the fragile confidence returning to the euro zone.

Talks to rescue Nicosia have dragged on since June, after a Greek sovereign debt restructuring saddled its banks with losses. It is expected to need up to 17 billion euros in aid - about the size of its entire economy.

Virtually all rescue options - from a bailout loan to a debt write-down or slapping losses on bank depositors - are proving unpalatable because they push Cypriot debt to unmanageable levels or risk hurting investor sentiment elsewhere in the bloc.

German misgivings about Cyprus's commitment to fighting money laundering and its strong financial ties with Russia - which has already extended a 2.5 billion euro loan to the nation - have further complicated the negotiations.

CLOSER TO EUROPE

Anastasiades takes the reins of a Mediterranean nation ravaged by its worst economic crisis in four decades, with unemployment at a record high of 15 percent. Pay cuts and tax hikes ahead of a bailout have further soured the national mood.

His most immediate task will be to appoint a finance minister who can convince Europeans to agree a swift bailout. The favorite for the post is former finance minister Michael Sarris, a respected former World Bank economist.

Anastasiades has stressed his pro-EU credentials make him more likely to seal a bailout deal than the outgoing president, who was the EU's only Communist leader.

EU Commission president Jose Manuel Barroso said he spoke to Anastasiades after the victory and assured him that the bloc was committed to helping Cyprus overcome its problems.

In a clear shift with the policies of his predecessor who objected to any links with NATO, Anastasiades said one of his first tasks would be to apply for Cypriot membership of the NATO-affiliated Partnership for Peace.

Cyprus's Communist government held NATO responsible for what it says was a conspiracy to split the island in 1974, when it was ethnically divided between Greek and Turkish Cypriots.

"We need a government with weight that can talk to (EU) partners, that is cooperative, that can be heard and do what it pledges to do," Christopher Pissarides, a Cypriot who won the Nobel prize in economics in 2010 told Reuters.

"We hadn't been doing this until now."

Memo to the president and Congress: Stay put and work

Listen up, America. With all the bad news about health care, the national debt, the fiscal crisis, the jobs market, no interest on savings accounts and so much more, I find it totally disgusting to read that the president was in Florida golfing with Tiger Woods ("Obama, Woods Hit Links," Feb. 18). Meanwhile the first lady and her children were in Colorado skiing. They just vacationed in Hawaii.

Don't Air Force One and logistics and security cost a lot of tax money?

And then I read where Congress is on a 10-day holiday. What in God's name is going on here?

US scrambles to salvage Syrian opposition talks

LONDON (AP) ? The U.S. is frantically trying to salvage a Syrian opposition conference set for this coming week that John Kerry plans to attend during his first official overseas trip as U.S. secretary of state.

A senior Obama administration official said Sunday that Kerry has sent his top Syrian envoy to Cairo in hopes of convincing opposition leaders that the Rome conference will be critical to securing additional aid from the United States and Europe.

Some members of the sharply divided Syrian Opposition Council are threatening to boycott Wednesday's meeting.

According to the official, U.S. envoy Robert Ford will say that the conference is a chance for foes of Syrian President Bashar Assad to make their case for new and enhanced aid, and especially to America's new chief diplomat.

The official was not authorized to discuss sensitive diplomatic matters publicly and spoke only on condition of anonymity.

If the meeting with Kerry were to be postponed, the official said the delay would hurt chances for short-term boosts or shifts in Syria policy.

The U.S. is concerned that the same kind of infighting that doomed the Syrian National Council may be hindering the SOC.

In addition to Ford's trip to Cairo, the top U.S. diplomat for the Mideast, Beth Jones, planned to head to Rome on Monday to add her voice to the argument.

Kerry is on a self-described "listening tour" of Europe and the Mideast, chiefly focused on ending the crisis in Syria.

The former Democratic senator from Massachusetts has said he is bringing new ideas to increase the pressure on Assad to leave power and make way for a democratic transition. Violence in Syria has killed at least 70,000 people.

Kerry has not elaborated on those plans, but there is internal debate in the Obama administration about stepping up aid to the rebels, perhaps to include lethal military assistance.

In London, his first stop, Kerry was expected to be asked by the British about the administration's views on Britain's dispute with Argentina over the Falkland Islands. London is looking to Washington to support a referendum next month on the islands' future. Residents are expected to vote widely in favor of remaining part of Britain.

Senior officials traveling with Kerry would not discuss possible outcomes or the vote, and the U.S. position remains that it is up to Britain and Argentina to work out a resolution. Argentina claims the islands as the Islas Malvinas.

Britain asserted control of the South Atlantic islands by placing a naval garrison there in 1833. Britain and Argentina fought a brief war in 1982 after Argentina invaded the islands. More than 900 people died, most of them Argentines.

Kerry's nine-nation, 10-day trip will also take him to America's traditional European allies of Germany, France and Italy, along with Turkey, Egypt, Saudi Arabia, the United Arab Emirates and Qatar.

In addition to Syria, he will focus on conflicts in Mali and Afghanistan, and on Iran's nuclear program.

In Germany, Kerry will discuss trans-Atlantic issues with German youth in Berlin, where he spent time as a child as the son of an American diplomat posted to the divided Cold War city. He also will meet with Russian Foreign Minister Sergey Lavrov in the German capital.

In Paris, Kerry plans to discuss France's intervention in Mali.

Despite the numerous Middle East stops. Kerry will not travel to Israel or the Palestinian territories. He will wait to visit them when he accompanies Obama there in March.

But he hasn?t forgotten his vision of rebalancing US security and economic priorities towards Asia ? a priority he sought to re-emphasize by receiving Japanese Prime Minister Shinzo Abe at the White House Friday for lunch and talks.

Following a morning meeting with Democratic governors, Mr. Obama greeted Mr. Abe for discussions focused on East Asia?s security challenges and expanding economic opportunities in the Asia-Pacific region ? what White House officials describe as the two principle focal points of the pivot to Asia Obama announced at the outset of his presidency.

On the security agenda, the two leaders discussed the international community?s response to North Korea?s third nuclear test last month, and the maritime disputes in the East China Sea and South China Sea that have led to increasingly tense relations between China and several of its neighbors ? including Japan.

At a brief picture-taking session with reporters before lunch, Obama fielded several questions on prospects for avoiding ?sequestration,? or the automatic federal spending cuts set to take effect March 1. Abe answered a query about North Korea, saying, ?We just cannot tolerate the actions of North Korea, such as launching missiles and conducting nuclear tests,? Saying he and Obama ?agreed we would cooperate with one another and deal resolutely? with Pyongyang, Abe specifically cited the possibility of stiffer ?financial sanctions.?

On the regional economy, conversation focused on Japan?s interest in joining a trade pact called the Trans-Pacific Partnership (TPP) currently being negotiated among the US and 10 other Asia-Pacific countries.

In a joint statement issued after the two leaders? talks, the two governments agreed that ?more work needs to be done? before Japan could be included in the 11-country negotiations. The statement says that in particular Japan would have to address ?concerns? over its tightly protected automotive and insurance sectors, although it also says Japan would not be required to ?make a prior commitment to unilaterally eliminate all tariffs? in order to join the talks ? something that had been a sticking point for Abe.?

The US says it would like to welcome Japan into the talks for the TPP ? which the US envisions as a template for 21st-century international trade and investment agreements ? but it says Japan would first have to open its auto and food markets to more imports.

Poll: California voters back citizenship for some in country illegally

SACRAMENTO -- Nine in 10 California voters say they support allowing immigrants who are in the country illegally and have been here for several years to stay and become citizens if they have a job, learn English and pay any back taxes, according to a Field Poll released Friday.

The poll, which comes as Congress prepares to debate a federal immigration overhaul, also found that a majority of voters support allowing residents who are in the U.S. illegally to get California driver's licenses, a reversal from previous surveys.

Assemblyman Luis Alejo, D-Salinas, has proposed legislation this year that would allow the Department of Motor Vehicles to issue licenses to any resident who can show they pay taxes, regardless of their immigration status. Former state Sen. Gil Cedillo, a Democrat, tried for more than a decade to make such a change, but his efforts either did not make it through the Legislature or were vetoed by previous governors.

The Legislature took a partial step last year when Gov. Jerry Brown signed a bill by Cedillo that allows some young illegal immigrants to obtain driver's licenses. Those immigrants would have to be eligible for work permits under a new federal deferred-action policy.

While the poll found voters support loosening restrictions on some people here illegally, it also found that two-thirds favor boosting the number of federal agents patrolling the border with Mexico. Most also support stringent penalties for employers who hire workers who don't have the proper permits.

Three-fourths of those surveyed said they supported adding significantly more visas for immigrants with engineering or other advanced degrees, creating temporary worker programs and allowing immigrants here illegally to pay in-state tuition for college as they do if they attend for three years and graduate from a California high school.

Under a law that took effect this year, low-income students here illegally who graduate from a California high school are eligible to receive Cal Grants to attend college and may apply for fee waivers in the community college system if they show they are in the process of applying to become legal residents.

Congress is in the midst of bipartisan negotiations over immigration reform, and the Obama administration is drafting backup legislation as a way to prompt action on the issue.

The debate in Washington is likely to include providing a pathway to citizenship for most of the 11 million illegal immigrants already in the U.S., tightening border security, cracking down on businesses that employ illegal workers and strengthening the legal immigration system.

The Field Poll interviewed 834 registered voters by telephone Feb. 5-17. The poll has a sampling error margin of plus or minus 5 percentage points.

Microsoft's Windows Blue may have just hit milestone 1

The Windows team at Microsoft just completed the first milestone build (M1) of Windows Blue, the first full-fledged update to Windows 8, according to a couple of sources of mine.?

One of my contacts said that M1 marks the half-way point in the Windows Blue development schedule. The last and final milestone build of Windows Blue will be M2, said this contact, who requested anonymity.

It's hard to know what will come next, given Windows Blue is the first Windows release to be on an accelerated schedule. Will Microsoft deliver a developer preview of Blue? A consumer preview? Or just go straight from internal milestone builds to final? (I'm thinking it's likely to be the last option, if the Windows team sticks to an earlier leaked target ship date of August 2013.)

Making the Milestone 1 talk more believable is the fact that alleged screen shots of Windows Blue leaked to the Web on February 19, the day after M1 was supposedly complete.

According to one of the screen shot leakers, the WZor team (via Winaero.com), there's a rumor that Windows Blue is based on Windows 6.3. I'm hearing from one of my sources that this information is correct. It's version 6.3 for the same reason Windows 7 was version 6.1: It's the version number reported to apps when they query the new platform so that apps know they are running on a new Windows release.

Windows Blue is believed to be the first of a number of annual operating system updates to Windows 8. There also is a Windows Phone Blue in the works that is expected to have the same core code as Windows Blue. (But, just like the Windows Phone 8 operating system, which was version 8.0, the Windows Phone Blue core build number will likely be something different from Windows 6.3.)

Microsoft officials are not commenting on anything having to do with Windows Blue.

Microsoft is expected to position as a Windows 8 refresh, not as Windows 9. Even though there are Microsoft employees out there who have noted on their LinkedIn profiles they are working on Windows 9, it sounds as though the Windows team is entirely focused on Windows 8 and its coming refreshes. It's not clear to me when and whether Microsoft will roll out something known as Windows 9, given the new plan to deliver Windows operating system updates annually, rather than once every three years.

Microsoft recently posted job openings for new Windows and Windows Phone team members to work on the Blue release, but have since removed those posts.

Sony to release Playstation 4 on Wednesday

(CNN) -

After more than six years, Sony is set to unveil the latest iteration of its PlayStation line this Wednesday.

With the PS4, Sony also aims to recapture some of the luster it has lost to competitors like the Nintendo Wii and Micrsoft Xbox. While Sony's PS2 is still the gaming world's best-selling console with more than 150 million units, estimates put PS3 sales at about half that at 77 million.

According to a report in The Wall Street Journal, the new PS4 will let users stream games online. Sony is also rumored to be working on an online TV service to rival cable companies which would prominently use the PlayStation console.

Sony's decline has been seen as a metaphor for the falling fortunes of Japan Inc. Sony's share price rose 1.5% higher by mid-day on the Tokyo Stock Exchange as investors hope the PS4 will be a financial lifeline for the troubled tech giant.

In its most recent quarter, Sony bled $123 million from its books with gaming-related sales falling 15.1% year-on-year while its ailing television division saw sales plunge 23.3%.

The company's third quarter results appear to stem a larger loss of $197 million from its second quarter and a $310 million loss in its first.

But if Sony does not report a profit for the fourth quarter of 2012, the company will post five full years of consecutive losses.

One crutch for Sony -- and all other of Japan Inc.'s exporters from automobiles to tech and optics -- has arrived in the form of currency devaluation.

Since October 1 the yen has weakened 20% -- from under 78 yen to more than 93 yen to the U.S. dollar -- which has helped the bottom line of Japan's exporters. As a currency weakens, a country's exporters enjoy a profit boost when earnings are repatriated back to the home country.

Japan's Prime Minister Shinzo Abe has continued to voice strong support for monetary easing and the associated yen weakness. At the same time, the governor of the Bank of Japan, Masaaki Shirakawa, announced he will step down March 19 -- several weeks earlier than his scheduled term ends. Shirakawa had opposed some of Mr. Abe's stimulus measures. The international community fears the fall in the yen may spark a currency war.

In the meantime, a weaker yen gives Sony and the rest of Japan's exporters an easier path to recovery. A strong debut for the latest version of the PlayStation, one of Sony's marquee products, would also be a welcome relief for the beleaguered company.

As asteroid zips past Earth, exploding meteor hints at what could have been (+video)

The meteor that exploded over Russia was much smaller than the asteroid that will buzz Earth Friday. But it shows how destructive Earth impacts can be ? and how unexpected.

As scientists prepared to watch a massive asteroid zip past Earth Friday, a?10-ton meteor lit up the sky over the Russian region of Chelyabinsk before exploding into fragments high above the ground. And just like that, a day of one flying space rock became a day of two.?

"This is a big deal," says Kaliat Ramesh, a professor of mechanical engineering at Johns Hopkins University in Baltimore. "You really should view this meteoroid we saw in Russia as a wake-up call" regarding the hazards even small objects can present, he adds.

Indeed, it's a day of multiple wake-up calls.

At 2:24 p.m. EST today, asteroid 2012 DA14 passed within a scant 17,200 miles of?Earth ? a whisker in cosmic terms.

The asteroid is about 150 feet across and poses no threat to Earth, astronomers say, although an object of that size could take out a major metropolitan area if it collided with the planet. But the asteroid's close approach provides a unique opportunity for researchers to track and study it in ways that could improve their ability to distinguish truly hazardous asteroids in near-Earth orbits from the more benign objects.

Russia's meteor, however, has been anything but benign.

The first reports of the meteor came in a 7:55 a.m. local time, with many people capturing the event using video cameras installed in their cars.

The meteor, perhaps the size of a small cargo truck, was traveling at about 33,000 miles per hour. It exploded into fragments somewhere between 18 and 30 miles above the Earth. The shock wave from the blast ? heard in the central Russian cities of Chelyabinsk, Yekaterinburg, and Tyumen ? blew out windows at locations closest to the meteor's path. At least 950 people were injured, mostly from flying glass, according to the Moscow Times.

In addition, a zinc factory was damaged, and cell-phone service was knocked out in some areas.

Although the event occurred as asteroid 2012 DA14 was on its final approach to its close encounter with Earth, the different paths the two objects traveled make it unlikely the meteor was a 2012 DA14 cast-off.?

Astronomers will have a better sense of the meteor's final orbit once they study the video that's available from the event, says Gareth Williams, an astronomer and associate director of the International Astronomical Union's Minor Planet Center in Cambridge, Mass..

He explains that the video will allow researchers to reconstruct the meteor's path through the atmosphere in three dimensions. They can use this information to calculate the meteor's most probable orbit before its demise.

This was one of countless objects in near-Earth orbits that had eluded detection, despite efforts over the past 15 years to take a detailed census of these objects.?

The meteor "was not seen before it entered the atmosphere," Mr. Williams says. Had it been detected and reported to the center, it would have received a designator, similar to 2012 DA14, and we all could be describing this event as a collision with a small asteroid, he suggests.

Researchers say that objects the size of the Chelyabinsk meteor?enter the atmosphere once every few years but tend to go unheralded outside the asteroid-hazard community because they enter over oceans or vast stretches of uninhabited land.?
